Hokkaido International Airlines (AirDo) - Low cost carrier in Japan, operating between Tokyo Haneda and cities in Hokkaido.
Skymark Airlines - Operates scheduled passenger services on Japan's regional routes and international charter flights to Seoul. Offering low fare flights from Tokyo to Naha, Kobe, Fukuoka and Sapporo. It has just started operating out of Kobe airport in 2007.
Skynet Asia Airways - is a low-cost airline based in Fukuoka, Japan. It operates services mainly between Tokyo and cities in Kyushu(Miyazaki, Kumamoto, Nagasaki and Kagoshima)
StarFlyer Inc. - is an airline based in Kitakyushu, Japan. It is modeled after JetBlue Airways as a "low-cost, high-quality" carrier aimed at business and leisure travelers.
Japan Asia Airways - An airline subsidiary of Japan Airlines. It operates scheduled passenger and cargo services in support of Japan Airlines, connecting three Japanese cities with Taiwan.

Hokkaido Air System - An airline based in Okadama airport, Sapporo, Hokkaido. It operates scheduled domestic services in Hokkaido.
IBEX Airlines - Based in Sendai airport, operates service between Sendai and Itami airport. The airline expects to move to Tokyo-Narita Airport by June 2009. IBEX Airlines has consigned reservations, sales, and issuing airline tickets to All Nippon Airways(ANA). It has also joined in the ANA Mileage Club.
Kyokushin Air - A commuter airline for visitors and residents of Sado Island. It conducts commuter service between Sado Island and Niigata Airport.
Oriental Air Bridge - Based in Nagasaki, Japan. It operates charter services throughout southern Japan, as well as scheduled services between Nagasaki and Fukuoka. Its main base is Nagasaki Airport, with a hub at Fukuoka Airport
Ryukyu Air Commuter - Majority of shares owned by Japan Transocean Air. It operates domestic passenger services from the island of Okinawa to the Ryukyu Islands and Amami Islands.
New Central Airlines (Shin Chuo Koku) - It operates flights from Chofu Airport, in Tokyo and west of the 23 Special Wards, to the islands of Kozushima, Niijima, and Izu Oshima
Galaxy Airlines - Galaxy Airlines is owned by Sagawa Express and Japan Airlines. Originally a cargo airline based in Tokyo, it will soon enter into passenger transport operation flying to Naha and Kita Kyushu.
